CHECK 21
What is Check 21?
The following article summary is from Commerce Notes, Summer 2004.

Do you see where this trend is going. An electronic, paperless environment where institutions will only mail your statements via CD-ROM or email or where your statements will be only be available on-line because it may no longer be cost effective or competitive to send you a check statement or CD-ROM in the mail. Everything is sold to us, the consumer as more efficient, more cost effective, less time consuming. However we always lose a little more control over our financial freedom with each new digital innovation. The freedom we give up in this case is control over our financial information since anything electronic can be changed by the financial institution which controls it or hackers eliminating the proof that a previous error may have been made.
One more step in the march to a digital, cashless economy.
This is the same reason that internet transactions are not currently taxed separately; so that businesses and government agencies will promote it's use to enable the setting up of the cashless economy in the future.
If you are a bible believing Christian then you know the real reason why this is being done. The noose will slowly tighten as we move into the 21st century.
"And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads: And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name." Revelation 13: 16-17 KJV.

How will he attain the power to force people to worship him? Through the financial control he will have over you. My goal is to help you see biblical prophecy being fulfilled in our daily lives. To build your expectation for Christ's imminent return. This is why I have posted this particular article which at first glance may not seem that important. But as I have stated before, this is just one more tidbit in a puzzle of many pieces which when looked at together brings bible prophecy alive. We are to wait expectantly for our Lord's return.
"Looking for that blessed hope, and the glorious appearing of the great God and our savior Jesus Christ. Who gave himself for us, that he might redeem us from all iniquity,....." Titus 2:13-14. Try to keep this in your thoughts as you interpret what is happening around you in your daily life. It will help you realize how far the along the roadmap we are to his imminent return.
For he will come in the "twinkling of an eye" when we least expect Him. "Therefore be ye also ready: for in such an hour as ye think not the Son of Man cometh." Matthew 24:44 KJV.
Do you know Jesus Christ as your Lord and savior?
I strongly urge you to think about this now if you do not know Christ as your Lord and Savior because we are about to enter the "beginning of sorrows" spoken of in Matthew 24:8. Everyone who remains when Antichrist appears will have a choice to make: either accept the mark or be killed. However if you accept the mark spiritually speaking, it will be fatal. It will be the final decision on you part to reject Christ who has promised to save us (those who know him now) from the hour of Tribulation. "Because thou hast kept the word of my patience, I will also keep thee from the hour of temptation (trial NIV), which shall come upon the whole world, to try them that dwell upon the earth." Revelation 3:10 KJV.
Won't you accept Him now and so that God' seal is upon you and your name is written in the Lamb's book of life? I urge you to read the following passages of scripture: Romans 3: 23, Romans 6: 23, Romans 5:8, Romans 10:8-10 and verse 13, Romans 12: 1-2.
He also promised the following to those who know Him; those who accept him as their Lord and Savior.

Are you ready to accept His plan for your life now? Are you ready to let Him direct your paths and let Him lead you through troubled times as your "rock" and "anchor"; or will you wait until one day in the near future when it will be a more difficult choice to make; because then the choice will be whether or not to accept the "mark" as I discussed above.

What is Check 21?

Check 21 is a piece of legislation passed by Congress and signed by President Bush October 28, 2003. The stated purpose of this legislation is:
To facilitate check truncation by authorizing substitute checks;
To foster innovation in the check collection system without mandating receipt of checks in electronic form;
To improve the overall efficiency of the Nation's payment system.
The new law has a 12 month waiting period. It's provisions take effect October 28, 2004.
What is Check Truncation?
Credit unions have been truncating share drafts since they were introduced in the 1970's. Most credit union members have not received their original drafts(checks) in their monthly statements. Many commercial banks have stopped sending original drafts (checks) in their monthly statements.
In the context of Check 21, check truncation means removing the original check from the check clearing process, ideally at the point of deposit (teller line). For example, a teller would scan a deposited item through special equipment that would capture an electronic image of the front and back of the check and read and store the MICR line information.
This data would be transmitted electronically to the bank's central item processing systems for collection. A substitute check, or Image Replacement Document (IRD) can be forwarded for collection in place of the original item. An IRD is an image of the front and back of an item, printed on special high grade paper that includes additional endorsement information and a machine-readable MICR line.
Financial institutions may forward electronic image information if proper agreements are in place between the collecting financial institution and the paying financial institution, thus facilitating true image exchange without creating a paper document.
Any financial institution in the forward collection or returns process will be allowed to truncate an original item.
How Will the Law Affect banking customers
Since the new law will allow any financial institution to truncate an original item, no bank or credit union will be able to guarantee the return of a consumer's checks in their statements. Consumers used to receiving their original checks back will be most affected. Credit union members, with few exceptions, do not receive their original drafts in their statements. The law also provides consumer protection provisions in case of a financial loss caused by a consumer's financial institution paying an IRD or image instead of the original item. The law requires consumer notification shortly after the effective date and the Federal Reserve Board will publish model language before that time.
If you currently receive printed images of your original checks with your statements, you will notice that some of the original check images may be replaced with the image of a substitute check.
If your original cancelled checks are returned with your checking account statements, you may see some of your original checks being replaced with printed substitute checks.
As a result of Check 21, banks will be able to exchange digitized copies of your checks or create substitute checks in order to facilitate the exchange of funds between banks. The new process will eventually eliminate the exchange of actual checks between banks. (Emphasis mine).

MY STORY
Those of you visiting my websites for the first time may wonder who I am; what I do for a living, and just how these websites came into existence. (ourfutureworld.blogspot.com and thechristianobserver.blogspot.com)
I am 49 years old and currently work in the Health Care profession with a prior 13 year history working in the nuclear industry both for the government and commercially. (For instance I was involved in the cleanup at Three Mile Island Nuclear Generating Station over 20 years ago implementing radiological controls.) I live on the East coast a little over an hours' drive from Philadelphia. I am a born- again Christian and believe that our Lord and Savior, Jesus Christ will return very shortly.
Over the last several years, starting in 1999, I have studied the world government and world religious movements. You might say that it has become my hobby. I have a large number of reference books which I have purchased over the years that I used as reference material for a newsletter (The Christian Observer, originally The News Behind The News). Also the internet has become an invaluable source of information for me but you have to know what to look for and where to find it. I always try to cross- reference one text against another and with my internet sources to verify the validity of the information I present to you. It requires a lot of work but has become a very rewarding hobby. One which I feel led by the Lord to continue.
Each book or text includes different aspects of what I call THE PLAN which if looked at as a whole will paint the total picture for you.(i.e. the massive coordination, international in scope, that goes on year in and year out to stage the appearance of the future Antichrist). See The Plan .
It is hard in a 9 or 10 page article with complete bibliography to summarize a lot of these details. But the Lord has laid it on my heart to do this since our religious and political freedom is literally growing shorter each day. Did you know for instance that a Department of Homeland Security has only existed in two countries in modern times; Russia and Germany during Hitlers rise to power. Most people are not aware of this. This should be ringing alarm bells! Today many people assume that just because nothing on the scale of the first and second world wars has happened in their lifetime (anyone < 60 years old) that it cannot happen again because we are a civilized nation and that the politicians would not let the world spin out of control; yet that is precisely the scenario that will usher in the appearance of the Antichrist.
As you have guessed by now I could probably write a book. I had been publishing a newsletter periodically as I was led by the Lord. But in the interest of time and expense I have chosen to establish two websites, and not have to hassle with an editor (writing a book). I receive no funding for the research which I undertake and receive no money from any advertisers to promote an agenda. I also receive no income from either website for any articles which I write. I do not harbor any ill will against any Christian organization. However where I feel that error has been introduced or propagated that goes against the word of God as written in the bible I will identify it and call it what it is.
My goal if you choose to come along with me is to uncover Satan's plan to stage the appearance of the Antichrist in all of it's many facets and details as time permits. Today I feel that this aspect of Christianity is sorely overlooked, even by main-stream evangelists.
Given below is an example of my experience with how Satan's deception leading to the appearance of the Antichrist is slowly encroaching upon main-line bible believing fundamentalist churches.
The world religious movement as I will illustrate is moving forward VERY rapidly. Let me give you a personal example. I e-mailed my pastor (September 12, 2003) in regards to a comment which he made in one of his sermons about attending a seminar where the seminar leader prayed to the earth, wind (air), fire and water. These are the four elements of witchcraft, and when spirit is added to the four, it becomes the occult pentacle according to David J. Meyer of Last Trumpet Ministries (http://www.lasttrumpetministries.org/2004/September2004.html.) David J. Meyer is a former occultist who has been saved by the grace of God and is now a converted Christian.
My question to him was what was the seminar about and who sponsored it. (Keep in mind that I belong to a main-line Christian Church). My thought was why was a main-line denomination pastor attending an event where this was occurring. Most people would not bother to ask their pastor this question, but my curiosity is what has lead me to the wealth of information which I have unearthed in the last five years which reveals that there indeed is a PLAN being followed.
I will print an exact copy of his e-mail response to the above question which he forwarded to me below.

The seminar I was referring to was held by the Alban Institute. It was on multiple-staff management. Some staff management principles were helpful but we were blind sided by their theological slant.
The Alban Institute is a church helps group which apparently has close ties with the Episcopal Church. This particular speaker is used often by them and they must by now realize where he is, so it is probably endemic to the entire organization (emphasis mine).

This is getting "up close and personal" and is part of a larger plan to compromise the church in preparation for a universal, world "New Age" pantheistic religion. The Episcopal Church is one of the leaders in the drive to establish it. The Rev. William Swing of Grace Episcopal Church in San Francisco, who is or was the residing Episcopal bishop of the Diocese of California, has become the spokesman and prime mover in the establishment of the United Religions Initiative (URI) and has worked closely with the Vatican, the Gorbachev Foundation, and the United Nations in shepherding this initiative into finalization.(These organizations are at the forefront of this movement). The URI charter was signed by those in attendance on June 26, 2000 in San Francisco. The organization is slated to become fully operational by no later than 2005. The New World Religion,Gary Kah,(Hope International Publishing: Noblesville, Indiana, 1998) 218.
The URI is currently headquartered at the Presideo in San Francisco along with the Gorbachev Foundation. Here is an ultra liberal Bishop working with the former president of the largest communist country on earth who opposes religion of any kind unless it furthers the communist goal of a socialist world government (if not by war then by subversion). The Presideo is a former U.S military base overlooking the entrance to San Francisco Bay. Along with the Gorbachev Foundation located at the Presideo is the Federal Emergency Management Agency, The Thoreau Center for Sustainability, The Resource Center for the United Nations, Partnerships for Change (an educational organization promoting world citizenship and environmental and economic restructuring), International Forum on Globalization, and the Tides Center (an organization that funds and promotes social change). A veritable den of movers and shakers promoting world government. Hope For The World Update, Fall 2003, Gary Kah, (Hope For The World: Noblesville, Indiana) 9.
Here is a quote which shows you how dedicated William Swing is to this cause. "I got out of bed the next day determined to commit the rest of my life to an initiative that would create a United Religions which would in appropriate spiritual ways, parallel the United Nations." The New World Religion, 218. (Did you know that in March of 2002 for the first time in the history of the world every nation on earth belonged to the United Nations).
The book of Revelation talks about the dragon, the woman, and the great prostitute (the one world religious system) which gives power to the Beast (the Antichrist), so that the Antichrist can rule the world through a single world government consisting of 10 regions ruled by 10 kings. The formation of a single world government and world religious system" is growing well past its infancy and into adolescence" as one noted author has stated. We are alive to witness it's movement into maturity as discussed in the next paragraph.
Gary Kah's first book En Route to Global Occupation contains a map (on page 42) of the world divided into 10 regions. En route to Global Occupation, Gary Kah(Huntington House Publishers: Lafayette, Louisiana, 1992) 42. This was obtained from a document which was written by the Club of Rome which has been charged with the task of overseeing the regionalization, and unification of the entire world. It is Gary's opinion based on his research (hunting down more than a few threads) that most of the directives for planning the world government are coming from the Club of Rome (time does not permit me due to the breadth of the subject to explain the details of the Club of Rome at this time). On September 17, 1973 the Club of Rome released a confidential report to its, members entitled "Regionalized and Adaptive Model of the Global World System" which revealed that the Club has divided the world into 10 political, economic regions, which it refers to as "kingdoms". Ibid. 40. While in 1973 these "kingdoms" were not set in concrete and changes may have occurred in the design since then, they do give us the idea of what lies ahead and the idea that they are indeed planning a single world government based on 10 "kingdoms". For details including a map of these ten kingdoms, see Ten Kingdoms .
"The 10 horns you saw are ten kings who have not yet received a kingdom, but who for one hour will receive authority as kings along with the Beast. They have one purpose and will give their power and authority to the Beast" (Revelation17:12-13 NIV). (The beast referred to in Revelation chapter 17 is the Antichrist.)
"For God has put it in their hearts (the final leaders of the earth) to cooperate, to 'act in harmony', in order to set the stage for the appearance of Antichrist on the world scene" (Revelation 17:17 Parallel Bible KJV, Amplified Bible Commentary).
(The Club of Rome is planning for the appearance of the Antichrist!)
"The fourth beast is a fourth kingdom that will appear on the earth. It will be different from all the other kingdoms and will devour the whole earth, trampling it down and crushing it. The ten horns are the ten (10) kings who will come from this kingdom". (Daniel 7:23 - 24 NIV). (The beast referred to in Daniel Chapter 7 is not the same beast referred to in Revelation Chapter 17. The word beast must be used in it's proper context).
If you understand just the few facts I have given you, then you can see where we are headed. The problem today is that the facts are not being publicized because the conspirators, controlled by Satan, do not want the information to be widely known until the system is nearly completed and nothing can impede it. (Americans are truly "asleep" and the conspirators by controlling the mass media want to keep it that way!)
The basic framework for a world government and world religion were planned many years ago. These structures are being implemented today under our very noses (for example NAFTA, GATT, the European Union, the URI) and very few people, even Christians recognize what it represents. (Satan does not make it easy to put the pieces together!).
My quest to reveal and expose the earthly conspirators plans and to warn Christians to be prepared for what lies ahead will continue. This quest has strengthened my personal faith in the validity of the Bible as I realize that current events are fulfilling bible prophecy right in our own lifetime. I will share what I uncover with the Christian world if it is willing to listen and take heed.

William Swing of Grace Episcopal Church in San Francisco, who is or was the residing Episcopal bishop of the Diocese of California, has become the spokesman and prime mover in the establishment of the United Religions Initiative (URI) and has worked closely with the Vatican, the Gorbachev Foundation, and the United Nations in shepherding this initiative into finalization.(These organizations are at the forefront of this movement). The URI charter was signed by those in attendance on June 26, 2000 in San Francisco. The organization is slated to become fully operational by no later than 2005. The URI is currently headquartered at the Presideo in San Francisco along with the Gorbachev Foundation. Here is an ultra liberal Bishop working with the former president of the largest communist country on earth who opposes religion of any kind unless it furthers the communist goal of a socialist world government (if not by war then by subversion). The Presideo is a former U.S military base overlooking the entrance to San Francisco Bay. Along with the Gorbachev Foundation located at the Presideo is the Federal Emergency Management Agency, The Thoreau Center for Sustainability, The Resource Center for the United Nations, Partnerships for Change (an educational organization promoting world citizenship and environmental and economic restructuring), International Forum on Globalization, and the Tides Center (an organization that funds and promotes social change). Here is a quote which shows you how dedicated William Swing is to this cause. "I got out of bed the next day determined to commit the rest of my life to an initiative that would create a United Religions which would in appropriate spiritual ways, parallel the United Nations." The New World Religion, 218. (Did you know that in March of 2002 for the first time in the history of the world every nation on earth belonged to the United Nations).
The book of Revelation talks about the dragon, the woman, and the great prostitute (the one world religious system) which gives power to the Beast (the Antichrist), so that the Antichrist can rule the world through a single world government consisting of 10 regions ruled by 10 kings. The formation of a single world government and world religious system" is growing well past its infancy and into adolescence" as one noted author has stated. We are alive to witness it's movement into maturity as discussed in the next paragraph.
Gary Kah's first book En Route to Global Occupation contains a map (on page 42) of the world divided into 10 regions. En route to Global Occupation, Gary Kah(Huntington House Publishers: Lafayette, Louisiana, 1992) 42. This was obtained from a document which was written by the Club of Rome which has been charged with the task of overseeing the regionalization, and unification of the entire world. It is Gary's opinion based on his research (hunting down more than a few threads) that most of the directives for planning the world government are coming from the Club of Rome (time does not permit me due to the breadth of the subject to explain the details of the Club of Rome at this time). On September 17, 1973 the Club of Rome released a confidential report to its, members entitled "Regionalized and Adaptive Model of the Global World System" which revealed that the Club has divided the world into 10 political, economic regions, which it refers to as "kingdoms". Ibid. 40. While in 1973 these "kingdoms" were not set in concrete and changes may have occurred in the design since then, they do give us the idea of what lies ahead and the idea that they are indeed planning a single world government based on 10 "kingdoms". "The 10 horns you saw are ten kings who have not yet received a kingdom, but who for one hour will receive authority as kings along with the Beast. They have one purpose and will give their power and authority to the Beast" (Revelation17:12-13 NIV). (The beast referred to in Revelation chapter 17 is the Antichrist.)
"For God has put it in their hearts (the final leaders of the earth) to cooperate, to 'act in harmony', in order to set the stage for the appearance of Antichrist on the world scene" (Revelation 17:17 Parallel Bible KJV, Amplified Bible Commentary).
(The Club of Rome is planning for the appearance of the Antichrist!)
"The fourth beast is a fourth kingdom that will appear on the earth. It will be different from all the other kingdoms and will devour the whole earth, trampling it down and crushing it. The ten horns are the ten (10) kings who will come from this kingdom". (Daniel 7:23 - 24 NIV). (The beast referred to in Daniel Chapter 7 is not the same beast referred to in Revelation Chapter 17. The word beast must be used in it's proper context).
If you understand just the few facts I have given you, then you can see where we are headed. The problem today is that the facts are not being publicized because the conspirators, controlled by Satan, do not want the information to be widely known until the system is nearly completed and nothing can impede it. (Americans are truly "asleep" and the conspirators by controlling the mass media want to keep it that way!)
The basic framework for a world government and world religion were planned many years ago. These structures are being implemented today under our very noses (for example NAFTA, GATT, the European Union, the URI) and very few people, even Christians recognize what it represents. (Satan does not make it easy to put the pieces together!).
My quest to reveal and expose the earthly conspirators plans and to warn Christians to be prepared for what lies ahead will continue. This quest has strengthened my personal faith in the validity of the Bible as I realize that current events are fulfilling bible prophecy right in our own lifetime. I will share what I uncover with the Christian world if it is willing to listen and take heed.
